Social Europe

In a context of deep crisis, the Jacques Delors Institute is examining the notion of European solidarity and the effectiveness and limits of existing solidarity mechanisms within the EU.

It is also researching the future of social Europe more generally, by looking beyond the social effects of the internal market to the EU’s actions on employment and the ways in which European integration and EU policies affect national welfare states.

As many voices are raised to denounce possible “benefit tourism” or “welfare tourism” within the EU, the aim of this policy paper by Sofia Fernandes is to shed some light on this complex debate on mobile EU citizens’ access to benefits
