Subsidiarity versus Solidarity? The example of the European Food Aid Program for the Most Deprived

A sword of Damocles is hanging over the European food aid programme for the most deprived persons (MDP). Opponents to the programme argue that the lack of agricultural intervention stocks prevents the EU from providing food aid on a purely social basis according to the principle of subsidiarity. Before the debate the Council of Ministers of Agriculture on Thursday 20 October, Nadège Chambon’s Policy Brief discusses the legal issues of the current debate and suggests solutions to overcome this political and social stalemate for the EU.
